Plowing and Cultivating Soil for a Veggie Garden… on a Budget

I want a fast way to plow soil for my veggie garden. I don’t want to buy a tractor or a Rotary Hoe. I do though own a Ride-on Mower. So… I am thinking of how to make a REALLY cheap and ‘fast to make’ plow that I can use to plow soil quickly.
